Migrate to .Net Framework 4.8 #29

It will be necessary to create a new branch to keep a version compatible with Windows Vista for users who didn't migrate yet.

Done.

Now there is a new branch netframework45 which will keep the Vista compatible version. This new branch won't evolve anymore unless if there is a need for an important fix or security update.

The next release will be v2.0 because it is a breaking change. I will create a "publish45" folder to keep previous setup files and there will be a comment on the release with a link to it.
