CT Component to Distribution System allows individual IfcElement(s) to be grouped based on the distribution system. However, not every IfcElement provided in a FMH-EM data set is part of what would generally be called a 'distribution system'. For example, a fire protection, communication, control, or security system need to be identified within FMH-EM but must be created outside a 'distribution system'.
