Variational algorithm framework #57

By release we need to at least have some solid framework for doing variational algorithms. For instance, some class that takes care of the outer-loop and simulates or emulates it. This is likely something that needs to be done after the ProjectQ integration.

@jarrodmcc you own the task of getting us a nice UCC module and VQE example. Please finish early next week.
