[es-shims] Add ES2024 string methods #184

I was also listing all the Stage 3 proposal, before noticing that we do not polyfill them.

I still left the list there, since it took a considerable amount of time to list all of them and at some point they will reach stage 4 anyway :) They are not exposed to the plugin.
