Initial commit for Babelfish v2.10 #2665

Description

  1. Update Github action scripts

  2. Create upgrade test folder and schedule file for last minor version.

  3. Bump Babelfish version in babelfish_version.h and Version.config

  4. Added upgrade script babelfishpg_tsql--2.9.0--2.10.0.sql
