[OSS-ONLY] Update version and upgrade-test-configuration

Description

• Update versions from 14.14 and 15.9 to 14.16 and 15.10 respectively in upgrade-test-configuration.
• Rename 14_14/schedule file to 14_16/schedule and 15_9/schedule file to 15_10/schedule.
• Bump Babelfish internal version from 15.10 to 15.11.
