breakdown expense types #127

What steps will reproduce the problem?
1.  11001BRI
2.  check request 03-14 date Sierra Point 957.95
3.  need *staff* to break it down by materials sub-categories like
sundries
paint
debris
HD/Lowe's
lumber
hardware
appliances
rental equipment
Reimbursements
portapotty
roof
*unclassified

these need to be totaled or each site in order to support government reporting. 
   the output can have one row per category and one column per site.

CDBG categories.  also OrderItems should each have a CDBG category. 

the categories report for a site should show on the site expense page.

also we should only do this for CDBG sites.

report should be broken down by  NewSite.jurisdiction field

site should have a checkbox "include in CDBG reporting"
