Pier Two finality provider details for Babylon testnet #289

Hey @RafilxTenfen 👋

This time the files were pushed from the internal GCP server Not sure why it is failing now.

Both PierTwo.sig and PierTwo.json files were created in the same server where the bitcoin-cli and eotsd commands were run.

Still failing the signature, can you sign again to make sure?

You can also run bbn-test-4/finality-providers/scripts/verify-new-fp-offchain.sh locally to make sure it is working before pushing changes
