Design Tasks

[ ] research and evaluate the implication of reorgs and document resolutions

Eng Tasks

instead of skipping, we can let FP re-sign EOTS using a new nonce. this requires

[ ] the L2 node network to submit a signal to the Babylon DA contract
[ ] ACL is needed for such submission
[ ] FP network monnitor such signal in the DA contract and re-sign
[ ] changes in the current pub rand structure (i.e. instead of 1-1 mapping from block to PR, this willl be 1-N)
