0 -> 2
1 -> 4
2 -> 4 (since 2 is already on scale)
5 -> 16 (5 -> 8, 8 -> 16)
250 -> 515 (250 -> 256, 256 -> 512)
1023 -> 2048 (1023 -> 1024, 1024 -> 2048)

@vitsalis please check that this is correct

so if 25 sat/vB is recommended, it will go to 32 first, then double that amount. result is 64

But we also got the least maximum amount of 128, so if its lower that that it will go with 128
