Check Devstack and CMD/ Tests that cannot be replicated with Test Containers (Time box to half day) #4638

Time box this to half day.

See what aspects of Devstack cannot be replicated with our new Test Containers suite and evaluate which parts to migrate (if needed) and which parts to keep.

Acceptance Criteria:

  1. A clear view what aspects of DevStack cannot be migrated to Test Containers
  2. A clear view what aspects of cmd/ tests cannot be migrated to Test Containers
  3. Is it feasible (time and effort) to migrate a subset of the above to TestContainers.
