Not a valid Win32 application #217

What version of Procurement are you using? On what operating system?

Procurement 1.2.1
Windows XP

When I try to run procurement I get an error saying it's not a valid Win32 
application.

Procurement was built with .NET 4.5, which doesn't support Windows XP.

Procurement 1.3.0 will be built with .NET 4.0, which does support Windows XP.
