Procurement 1.3.0 Unhandled Error #218

NB: First check the wiki and existing issues!

What version of Procurement are you using? 1.3.0
On what operating system? Windows 7

What steps will reproduce the problem?
1. Modified settings.xml (http://pastebin.com/95seViQc)
2. logged in
3. error

What is the expected output? I expected procurement to log in.
What do you see instead? Once loading and hitting Done!, I get a pop up saying 
there was an unhandled error.

Please provide any additional information below.

This seems to be predominately related to downloading specific tabs, I will get 
a fix for this in asap and do a new release.
