NB: First check the wiki and existing issues!

What version of Procurement are you using? On what operating system?
Tried both 1.2.1 and 1.3.1

OS Name:                   Microsoft Windows 7 Ultimate
OS Version:                6.1.7600 N/A Build 7600

Using x64

What steps will reproduce the problem?
1. Running Procurement.exe
2.
3.

What is the expected output? What do you see instead?
I expect the program to run. Instead I get an exception in MainWindow..ctor(). 
See attached log.

Please provide any additional information below.

I have attempted the following (not exhaustive list of things I have done):
- the newest version and an older version that works for my friend
- reinstalled .net to be sure
- windows compatibility
- run as administrator
- explicitly granting full privileges to entire folder
- fresh files and configured settings
- running from various folders including root and user

This is the first case of this issue I've seen. What version of .NET are you 
running, and what are your hardware specs? Have you been able to run previous 
versions of Procurement?
