Currency Breakdown issue

NB: First check the wiki and existing issues!

What version of Procurement are you using? On what operating system?
I'm using the latest 1.3.1
What steps will reproduce the problem?
1. When i fresh open the procurement i see correctly the currency breakdown. 

What is the expected output? What do you see instead?

When i open the second time it messes it all up.
2.Lines like "<Orb type="Scouring" OrbAmount="2.5" ChaosAmount="1" />"
become like this "<Orb type="Scouring" OrbAmount="25" ChaosAmount="1" />"

Please provide any additional information below.

It seems everytime it closes the program it deletes all the dot son the values.
I need to go to the settings file everytime i want to open the program again 
and put dots where they miss.
