[Error} Failed to load Characters

NB: First check the wiki and existing issues!
Nothing noted about character loading failures

What version of Procurement are you using? On what operating system?
1.3.1 on Windows 7 x64

What steps will reproduce the problem?
1.Start Procurement
2.Provide login details
3.Wait for it to authenticate

What is the expected output? What do you see instead?
Procurement should load characters then stashes then all ather information, 
instead I get a single error line saying "[Error] Failed to load Characters"

Please provide any additional information below.
Steps taken so far to attempt to remedy the issue:
1. Restarting PC
2. Testing it when logged into PoE and playing, when on character select and 
when logged out. (Occurs in all states)
3. Removing the folder related to my account and trying again
4. Removing Procurement entirely and re-unzipping it from the package
5. Removing it again and redownloading it from github

Please attach your DebugInfo.log.

If you have any old race characters, you can also try login to them or delete 
them, in some cases this resolves the issue.

I've just released Procurement 1.5.3, please retest and open a new ticket if 
you still have issues with 1.5.3
