Enhancement: Handle single items with max quality in minimum quality recipe #249

The minimum quality recipes do not identify single items with 20% quality as 
being valid "combinations."  This patch adds in that functionality.  If the 
items are gear, however, only normal rarity gear are used, as magic and better 
items have other recipes which take priority.
