allow php 8 to be used for php7 target output #124

The Haxe repo is testing against php 8, so I think it's safe to allow using php 8 for the php 7 output.

Turn out the ansi lib is affected by a Haxe php target bug... https://github.com/HaxeFoundation/haxe/issues/10207
