Cross port D7 version's ability to increase memory when needed #87

This is a cross port of https://www.drupal.org/project/backup_migrate/issues/2949211

This fix added the capability for backup_migrate to increase the PHP memory limit when needed.

Close in favor of #91, which takes care of this.
