Would be nice if it worked with custom blocks #5

I only tried testing this module with Custom blocks and when this module is enabled it blocks configuring custom blocks. Clicking on "Configure" for any custom block does nothing and there are no warnings or errors in the log.

Looking at this again. On new tests, it is not interfering with configuring custom blocks. However, it does not work with custom blocks - something that is documented in the Readme.

Block Title Link settings are not available on the "Add block" form for custom blocks. They are only available for each block instance, accessible from the layout configuration.

It also doesn't work with blocks inside a mini layout and only applies to the title of the mini-layout if one is used.
