Allow a setting to turn on 'Test drive' mode #7

We should have a config option on the block to indicate it's in "test drive" or "active" mode.

I forgot I had filed an issue for this, but it's fixed in https://github.com/backdrop-contrib/civicrm_blocks/commit/6b5cee81067187ea1734687a430ef1f33812beef
