Move Fanciblock config #25

As I mentioned in #24 - I think it would make sense to move the fanciblock configuration from:

admin/config/media/fanciblocks

To

admin/structure/fanciblocks

But, I might be wrong about this and would appreciate feedback.

This is being addressed in the changes for https://github.com/backdrop-contrib/fanciblock/issues/24

I think we can call this a duplicate and close it.
