[UX] Convert Enable and Disable into operations #11

The enabled column on the tamper list has always confused me. I'd love to see the checkbox converted into an Enable and Disable action in the Operations column instead. Creating this issue as a reminder that I'd love to work on this UI when I have more time :)

Core menus still have an Enabled checkbox next to the Operations. I'm thinking that if/when core menus change to this then we'll change it here.

Hm, is there a core issue for menus? :) bwahahahaha...

Confirming that the checkbox is still there for core menus, and have seen it recently in a variety of other (maybe contrib) places. I'll leave this open for the future when that pattern begins to be removed elsewhere.
