Update & New Features #5

@Graham-72 Hi Graham, I notice that Tarteaucitron has been updated recently.

There are some new features (new to me anyway), such as an "Accept All" button for the floating banner which makes things easier for people. There's also now the option of including a link to your Privacy Policy page and the ability to exclude core CSS for easier styling. The floating banners appear to have been refined so the whole thing just looks nicer.

I've manage to incorporate all these features myself into your base files and I've got a working version up and running. If you'd like my files to help prepare for a new release, just give me a shout!

@sbgraphicdesign Hi Stuart, I have been away and only just seen your comment and offer here. Yes please, I would very much like your files so that I can work on a new release. Are they in GitHub?
