Chevron handles on admin items aren't showing up #37

The chevron handles on admin items are not showing up in Backdrop. This is because a few CSS declarations for the Drupal version get supplied by Claro (the base theme for Drupal). Since we don't have a base theme for Backdrop I will add those in the Backdrop overrides file.
