Quick README update, add LICENSE, and port some changes in i18n_menu from Drupal issue #2345843.

Tried to merge some work from @herbdool in the taxonomy submodule. Not functional yet but progress?

Merged without testing. Most changes looked simple enough, and this is a very rough state now anyway.
