Would this module be suitable for the following feature(?)..:

Custom list where we can specify that any request to for example "wp-login.php", or "/joomla" (etc.) to get its IP address added to the blacklist?

Yes, you just need to install the Antiscan add-on module, developed especially for this functionality.
