Having the "Enable" checkbox inside the "Manual Crop" fieldset is a bit unfriendly. There are so many options that when you open the fieldset the "Enable" checkbox goes off the page at the top, so you have to open the fieldset, then scroll up to find it and check that box.
It would be better to put that checkbox outside of the fieldset, and hide the entire fieldset with #states unless that box is checked.
