comment.tpl.php does not work with (coming) "hide comments" feature in core #8

This feature will not work in existing contrib themes that override the core comment.tpl.php file. While this feature is not yet in core, I am opening this issue and plan to submit a PR fixing this problem.

This PR was a bit of a test. We should hold off until the core PR is complete, in case something changes there.
