Instead of "Configure Layout Template" perhaps say "Manage Blocks" so it matches language of Layout #2

It's a bit confusing to call it "Configure Layout Template" when we're using "template" specifically for layout templates listed here: admin/structure/layouts/settings. Perhaps use the same language of "Manage Blocks" as the main Layout module.
