When adding a mini-layout to a regular layout should not see option to switch layout

I created a mini-layout then went to my default main template to add the mini-layout block. I then see:

I don't think users should be allowed to switch the layout here since it could mean blocks would disappear.

Hmm, also considered this, but thought someone might want it this way. But this probably doesnt make much sense in fact. Will leave for a while and see if anyone else chimes in either way.

I'll agree that this should not be shown. The layout template should be controlled by the mini-layout. I'm fine with leaving it in for now to gather feedback, but I don't think it's necessary and creates a bit of UX confusion.
