Can't change the layout after initially choosing one #6

I tried to switch the layout after first choosing one but didn't work.

@docwilmot I should mention that you made a lot of progress! Thanks for all your work on this. I've been quickly testing it so haven't had a chance to appreciate it fully.

Thx. Was and easy blend of core custom blocks and layout_nodes modules.

If the layout is empty it's possible to change the layout. But once there are blocks in it, it's no longer possible.
