Deprecate module due to background rebuild in content_access #9

As of https://github.com/backdrop-contrib/content_access/releases/tag/1.x-1.3.1, one can rebuild permissions in the background in the Content Access module, in which case this module is no longer needed.

Update the README to point this out. There's still a small use case to perform immediate rebuild with NARP.

Unless someone wants to do a background rebuild and isn't using Content Access -- eg. one of the Taxonomy Access modules?
