Clean up Features and Migrate code from OG #122

Migrate may eventually be ported to Backdrop. The Migrate API code in OG needs to be documented accordingly.

Features is not likely to be ported, as Backdrop's configuration management already takes care of much of what that module provided. Therefore the API code in OG must be removed.
