og_context.inc (not to be confused with the og_context module and files) is not needed in Backdrop. This file contains a version of ctools_context functionality that was included here when OG was fist ported. The classes defined there don't do anything. All needed ctools_context functionality of the module (which was very light) has been adapted to contexts in Layouts.
