Addresses #29, depends on #25.

This has been stuck a long time, so I've committed it to fix this hash sign issue post-merging. Per https://github.com/backdrop/backdrop-issues/issues/1992#issuecomment-526471906, I'll put code_sign into contrib for easier management of all the patches until we're ready to merge it into core.
