Add a Cancel link to Access denied page #4

When I try to edit (or to delete) a protected user account, I see an Access denied page with the following message:

{USER NAME} is currently being protected from any edits. You are not authorized to access this page.

There is no Cancel link on the page, even if the URL path is something like user/UID/edit?destination=admin/people/list. To go back to the page from where I've tried to edit the account, I have to hit the Back button of the browser. This may not be clear for all people, so it would be useful to have a Cancel link.
