Create a Recipe for Contact Page that uses Webform #15

I like to build contact forms with Webform, so that the data is stored in database.

I'd love to include a webform Contact Form in our Digital Agency Recipe Package. However, webform components are not stored in config files, making it a bit more complicated to create this recipe. https://github.com/backdrop-contrib/webform/issues/192

This feels like a "Nice to Have" and should maybe be put in the icebox for this project. The default Contact Form provided by Backdrop CMS may be good enough by default.

Had planned to put this on ice-box, but I started tinkering and ended up completing this recipe and adding it to the Digital Services reciple/package.

It's a recipe without any config files, only PHP in a .install file.
