Some files are being loaded as Temporary and then cleaned away

@egmund has reported "Disappearing images on a clean no-touched install."

At first I thought this was related to warnings showing up for the IIV Block module and the ImageGridBlock module.

I'm now seeing that after installation, these images are listed in the files directory as "temporary."

• [philosophy-chatgpt.webp]
• [office-chatgpt.webp]
• [teamwork-chatgpt.webp]

These are all images being used by blocks. Hero Image Bock, IIV Block, and ImageGridBlock.

Still not sure why they are only being listed as temporary. But, eventually they get cleaned away and then the site is broken.

This problem appears to be fixed.
