Documentation: Backing up a Backdrop site #508

We should create a page similar to https://www.drupal.org/node/22281 in our user guide.

This is required for https://github.com/backdrop/backdrop-issues/issues/3556

I've ported the Drupal Backing up a site page to Backdrop: https://backdropcms.org/user-guide/backing-site

@klonos or anyone who'd like can edit/enhance the current content.

In the meantime, the page is published on backdropcms.org: https://backdropcms.org/backups

In https://github.com/backdrop/backdrop-issues/issues/3556#issuecomment-552157314 and below, the content of the page was discussed but we agreed to publish the page first and to improve the content later.

@serundeputy @stpaultim Should I just update the content and document the changes, or are you interested to revive the discussion before we change the content?
