For my clarification, are you saying that the About menu is different from the other menus in that the first sub-menu item in the menu links to a different page than the top level menu item, whereas on the other menus, the first sub-menu item links to the same page as the top level menu item? i.e.:, the top level 'About' links to https://backdropcms.org/about and its first sub-menu item 'Philosophy' links to https://backdropcms.org/philosophy (as you mentioned). However, the top level 'Add-ons' and its first sub-menu item 'Backdrop Add-ons' both link to https://backdropcms.org/add-ons, etc.
If that's the case, I believe it would be better to change the other menus to have the first sub-menu item not be duplicates of the top level menu item.

Changing the other menu items would mean needing a new overview page for that sub-menu to link to. In the case of Add-ons, that's already what the first sub-menu item is. So I feel it might just be easier to add a new About sub-menu item to the About menu for consistency...
The About menu item on Backdropcms.org is different from all the other top-level menu items in that its URL is different to that of the first sub-menu item.
'About' links to https://backdropcms.org/about, whereas the first sub-menu item ('Philosophy') links to https://backdropcms.org/philosophy.
Compare that with every other top-level menu item on the site:
I think it'd be nice to be consistent here; whether that's changing the About menu, or all the others...
