CiviCRM: Add CSS file to theme to support integration formatting. #932

Pages that expose CiviCRM content on Backdrop-generated pages (e.g., the user account page) typically need some formatting touch-up. Adding a CSS file to the backdropcms theme as the home for CSS related to integration of CiviCRM.

Some CSS added to format the user account page.
