Actually, it turns out that we can switch members of an organization from Public to Private, but switching someone from Private to Public is not allowed!
We are going to have to encourage people to go to the team page and set themselves to Public! https://github.com/orgs/backdrop-contrib/people

Hey folks, it looks like only 10 of the 48 members of the backdrop-contrib Github group are publicly visible if you are not logged in as a member of the group yourself. That makes it looks like far fewer people are contributing to the projects than there actually are.

I've been unable to figure out if and where there is an option to set the default visibility to public when we create new members, so unless someone finds that, we should make sure to set new members to Public when we add them to the organization.
We should probably also go through the list and set all of the current members to Public, unless there is a reason that some users would want to keep their membership private. Maybe we can make an announcement that we are planning to change everyone's setting to Public, and they can either let us know if they would not like to be publicly listed, or they can just go back and set themselves to Private after we are done.
