FYI, one of the maintainers of that Drupal module ported it with some modifications here: https://github.com/backdrop-contrib/passphrase_policy

You know I looked at that and assumed it was different because the README doesn't say anything about including things like the password expiration. We're porting this for a client and we'd need to see if they'd be ok with the modifications, but I'll look into the module.

Update: I looked at this and passphrase_policy module has a pretty limited set of features compared to the other module. It doesn't provide any configuration options, all the restrictions are baked in, so I'm going to go ahead with the port.
