Update the "Versioned staging directory" config page #204

At the recent Backdrop Live session moderated by @yorkshire-pudding, a discussion of the "versioned staging directory" approach made me realize that the current description makes it sound harder and more downside-ish than it really is, thanks to (a) the config_sync_clear_staging setting in settings.php, and (b) the ability to use drush or bee to perform import/export.

So, I've done a rewrite to include those bits, plus some other tips that I've found useful (it's what I use). Before editing the documentation page directly, I'll post the Markdown version of my rewrite in the next comment and solicit input. Also pinging @jenlampton and @BWPanda , but of course welcome input from anyone!

Well, it turns out that GitHub doesn't handle indented Markdown lists very well. So instead, I've created a new page on the site so you can do side-by-side comparison.

New: https://docs.backdropcms.org/documentation/versioned-staging-directory-new

If the rewrite gains approval, I'll replace the old page with its contents and then redirect the new page to it.
