Support @mentions that send an email to said person #11

As a GitHub user I love that when you @mention someone in a post it emails them. I would love to have this feature on the Backdropcms.org forums as well.

Tech specs: This could be done with the Mentions module.

Ported Mentions module. It has a simple hook to alert when a mention is made. If the notification solution proposed in https://github.com/backdrop-ops/forum.backdropcms.org/pull/29 is accepted, can proceed to integrate.
