"Find Me Online" section of profile is broken #73

I just created a new account on the forum site to test options for "following" topics. While looking at my new profile, I see an option to add "Follow Me Online" information, but there is nothing there.

Oddly, this field/option is not available to me at all in the "moderator" account.

The code that adds the fieldset is in the 'borg' theme, but moderators and admins see the 'seven' theme on user profile edit forms, so that's why we don't have this fieldset. Additionally, the fields that are supposed to be added to this fieldset don't exist (anymore?). I don't even know why fields/fieldsets aren't just setup in the UI - why do it at the theme level?

I propose adding the necessary fields to the user account (through the UI), setting up the fieldset (also through the UI), then removing this code from the 'borg' theme.
