Allow members to delete their own posts before anyone else replies #83

We currently don't allow anyone to delete their own forum topics. We should change this so that people can delete their topics up until a comment is added.

[x] Grant authenticated the permission to delete own Forum topics
[ ] Write custom solution to remove delete button after a comment has been added.
