Prevent fake accounts

There are many fake users creating accounts on the localization server, and between them, legitimate user accounts are barely visible. So, let's prevent fake users from creating accounts.

Tasks:

• [x] Add functionality to prevent new fake accounts

To prevent new fake accounts, I suggest to install and configure the Honeypot module (see issue #24). If that doesn't help, my favourite is Captcha plus Captcha Riddler.

Today I've deleted about 300 fake accounts.

• At the time being there are 18 legitimate user accounts on the localization site.
• 16 accounts are activated.
• Two accounts are still blocked because it's not yet possible to participate at the translation workflow.

Honeypot has been installed and enabled on 11 January 2019 (and configured to protect all forms of the site). Let's see if it does the job to prevent illegitimate user accounts.
