Add a CONTRIBUTING.md file to Backdrop core #3631

We should add a CONTRIBUTING.md file to core, that includes links to information on how to use the issue queue, as well as how to file a core pull request.

I thought I added an issue for that into the appropriate queue? Perhaps not! We also need the COC there.

It's mostly copy-paste from the ClassicPress one + formatted to wrap lines beyond 80 characters. There are still many references to things that do not make sense to our case, and there may be things that we should add. It's a start 😉

I am working as a participant of vGHC and working on this issue, and I think it would be a good idea to add this file with useful links, so that people can easily understand how to contribute.
